A repair is best made after a long period of dry weather has allowed any moisture in the roof felt to dry out. Wind driven water that would normally flow down the felt and into the gutter instead drips onto the soffit and then back onto the ceiling of the room below through gaps in the felt. Nail tar paper on with roofing nails over every 18 inches of the perimeter and along any overlapping sheets. The nail will provide a path for the water.
